The Government of Senegal, through the PCRBF, wished to strengthen the capacity of administrative managers to improve the allocation and management of public resources and ensure the achievement of development goals defined in the Strategy of Poverty Reduction (SPR) and the Millennium Development Goals (MDGs). In this perspective a series of three (3) technical training workshops for managers from 12 departments were offered. The workshops had five (5) objectives:

Representatives of the Ministry of Economy and Finance of Senegal and from IDEA International Institute at the award ceremony.

         Present and discuss the Results-based management approach (RBM) and its technical and institutional components,
         Present the content and process of preparing the MTEF and the SMTEF
         Introduce and implement tools for the preparation of budgets-program and SMTEF,
         Heighten participants in the mechanisms of monitoring and evaluation of SMTEF and the performance report content and,
         Develop an action plan for the institutionalization of the CDS-MT process within the department.
The workshop enabled participants to:
  • Acquire the concepts and principles of the Results-based management (RBM)
  • Understand the issues of RBM in the context of the Millennium Development Goals and in light of the Strategy of National Poverty Reduction (SPR)
  • Acquire a structured methodology for pluri-annual planning and how to apply the key tools
  • Begin preparation of the SMTEF of their department and prepare an action plan for institutionalizing the process in their department.

Mrs Dieng, Director of Cabinet for the Ministry of Economy and Finance gives a speech at the graduation ceremony.

Mrs Dieng said she was very happy and satisfied with the seriousness that transpired from the work of the workshops and emphasized the high quality training presented by the IDEA International Institute.

To recognize the commitment, participation and contribution of participants throughout the workshop, the Ministry requested, jointly with the Institute, to award every participant with a attendance certificate.

 

After our workshop on RBM, I would like to express my satisfaction. All my expectations have not only been met but exceeded. The concept, fundamentals and practice are appropriate. It is why I welcome the approach of our distinguished facilitators who have successfully combined education, skill, efficiency and generosity in the transfer of knowledge.
