|
Development of a results-based monitoring system of social programs of the SEDESOL which enables to: (i) better monitor the programs outputs and results, (ii) complement the annual program evaluations and ad hoc program impact evaluations with small scale beneficiary assessment surveys of all programs and with the elaboration of annual performance reports (iii) and promote Result-Based Management of public programs.

| Description of services provided: |
- Conducting a diagnostic of the existing monitoring and evaluation system in SEDESOL in order to deepen the evaluation realized by the World Bank on the state of preparedness of SEDESOL for the implementation of RBM;
- Design a Results-Based monitoring and evaluation system of social programs of the SEDESOL;
- Design an implementation plan of the system for four pilot programs;
- Technically support and train the personnel of the SEDESOL during the pilot implementation of the system; and
- On the basis of the results and recommendations obtained from the pilot implementation, elaborate an expansion and consolidation strategy of the system to all 27 programs of SEDESOL.
