Description

The Tax modernization Project will assist the Government of Tanzania to increase tax revenues without increasing tax rates. The project has the following four components: (i) will improve the legal framework; (ii) broadening the tax base; (iii) strengthening the Tanzania Revenue Authority (TRA) to increase the efficiency and effectiveness of tax administration; and component (iv) will improve the administrative infrastructure.

In this context the Institute has organised a first technical workshop on public contract administration and monitoring in a results-Based Management framework. This workshop permitted a thorough revision of the procedures, methodologies and tools utilised by the Tax Revenue Authority. It also permitted to compare them with the most recent standards in the public sector and then propose solutions to enhance the performance of the different officials in the area of contract redaction, negotiation and monitoring. The workshop also enabled participants to learn the concepts and methodologies linked to RBM. Finally, participants were trained in the use of the different tools and software to ease up the monitoring of contract. Recommendations and suggestions regarding their implementation were also discussed with participants so that they can, upon their return, improve the Tax revenue Authority processes in contract administration.
