Description :

Technical support for the implementation of a RBM system including : (1) the revision of the legal framework for national planning and budgeting; (2) the elaboration and implementation of a Medium-Term Expenditure Framework (MTEF) at the Ministry of Finance and Planning and a Medium-Term Sectoral Expenditure Framework (MTSEF) in four sectoral Ministries (Education, Health, Labor and Social Protection, Agriculture and Environment); (3) the conception of a monitoring and evaluation system for the implementation of the Growth and Poverty Reduction Strategy Paper and the Millennium Challenge Account (MCA) ; (4) improvement of the Management Information System (MIS) to improve the monitoring of programmes and projects of the achievement of targeted objectives in terms of input, activities, output, results and impact.

Short-term missions and on-site expert to: (1) orient and supervise the work of jurists in charge of the revision of national planning and budgeting legislation; (2) contribute to the elaboration of the MTSEFs and the MTEF; 3) propose a monitoring and evaluation system of the growth and poverty reduction strategy and the Millennium Challenge Account; and (4) propose a MIS improvement plan for the monitoring of public programs and projects in concerned Ministries.
