Strategic Planning and Budgeting for Results 
 
In the context of the Millennium Development Goals (MDGs), the implementation of Poverty Reduction Strategies and the expansion of budget support as a development financing mechanism, the Institute supports national teams in the design and implementation of different planning and budgeting tools: 
  • Socio-economic diagnostic studies using the Q2 approach (combining qualitative studies and quantitative surveys)
  • Baseline studies
  • Selection and validation of development targets
  • Socio-Economic Development Plans (SEDP) and Poverty Reduction Strategies (PRS)
  • Sector Development Plans (SWAP) (in particular for health, education, social affairs, agriculture, energy, environment, international trade, etc.)
  • National Strategy Against HIV/AIDS
  • Local Development Plans
  • Medium Term Expenditure Framework (MTEF) and Sectoral Medium Term Expenditure Frameworks (SMTEF);
  • Results-based budget and program budgeting
  • Design of public programs or projects
